I've voted for Peppin. I like his mischief and his sometimes unhealthy curiosity, and also because he develops well through the story. Even he can show his quality in the end.

My vote for most important Hobbit, if not exactly "favorite," would be for Smeagol/ Gollum. Gollum took the Ring, and kept it safely hidden until it became "useful/ needful" toward the fulfillment of Middle-earth's destiny at the time that Bilbo "stole" it. Without the Ring, Bilbo (and the Dwarves) would have become Spider-food or Dragon meat, and Frodo would have remained an orphaned ward of the Brandybucks.
Gollum also, in his final selfish act of sacrifice, brings LotR to as "successful" an end as one could get, given Frodo's last minute fall to the overwhelming power of the Ring.
