What does Frodo base this information on? How does he know that things are being run in Lotho’s name? Why would Frodo think that Lotho is frightened? Why should he be rescued?
And why is Pippin so sure that Lotho is in charge? Why does he think that Pimple should be destroyed? While they were in Bree Pippin had already suspected that Lotho was the culprit when Mr. Butterbur informs them of the goings on in the Shire. What did Butterbur say that led Pippin to this belief and not Frodo? Perhaps Gandalf’s response to Pippin had more meaning for Frodo than it did for Pippin who was sure that Lotho was at the bottom of it. "Deep in, but not at the bottom," Gandalf had said. The wizard then reminded his friends of Saruman who had taken an interest in the Shire before Mordor had.
When the hobbits finally get to Bag End to "rescue" Lotho, they find the place in disarray and no Lotho. Did you wonder what had happened to him? When we discovered that Sharkey had Worm kill him, did you wonder why? Was he of no further use to Sharkey? Why had Saruman seen a need to do away with Lobelia’s son?
