In Book Four, Chapter II: The Passage of the Marshes, Sam mentions to Frodo his concern about their provisions. "I reckon we've got enough to last," Sam suggests, "say, three weeks or so, and that with a tight belt and a light tooth, mind you." With a tight belt and a light tooth indicates the need to be frugal.

In Book Four, Chapter IV, The Black Gate is Closed, Sam is telling Frodo and Gollum about tales of Oliphaunts he has heard. Sam says, "not that all they said was believed: news from Bree, and not sure as Shiretalk, as they sayings go."
News from Bree refers to strange and incredulous reports; sure as Shiretalk refers to reliable information.

In Book Four, Chapter VII, Frodo and Sam are resting before heading off to the crossroads. The daytime sky has become dark, and they hear rumbling like thunder or drums. Frodo expresses his fear that their "journey is drawing to an end."
"Maybe," said Sam; "but where there's life there's hope, as my Gaffer used to say; and need of vittles, as he mostways used to add. You have a bite, Mr. Frodo,and then a bit of sleep."

That's all the hobbit sayings I found. Did I miss some? I thought there were a lot more when I read through the first time.
