What qualities do they heavenly entities possess that would lead Sam to such a conclusion? Maybe it isn't so much their physical attributes as other factors? What do you think?

To Sam the stars are mysterious. Their nature and purpose are beyond his abilty to comprehend, as are the Elves. Sam is also aware of the Elves' well-known liking for star-light, so he associates the stars with Elves and is thereby comforted.

This comment comes just after the incident with the Elven rope that Sam had forgotten he had. It seems to have had some magical properties since it was incredibly light, strong, longer than it seemed, and--most of all--it seemed to "come when he called' it from the top of the cliff. I think the Elves were on Sam's mind at this point and he sees the reappearance of the stars and moon as a sort of blessing from them on their journey--a further sign that the thoughts and good wishes of the Elves were with them. The stars, of course, have always had connotations linking them to the Elves. And the moon is something that Sam has been aware of all along. He commented on the changes in it's phase during their stay in Lothlorien.
