Desi, thanks for the hint. The Scouring of the Shire was the first chapter I'd looked in but I somehow missed the sentence and then I'd been flipping almost through the whole book for two days until I finally gave up.
So, Pippin said that to the leader of the Shirriffs when the four Hobbits broke their arrest.
Who said this and why: "Would that day was here and we might ride down upon them like a storm out of the mountains!" said ....... "It grieves me to fly before them."
