Who was Girion... The Lord of Dale when Smaug descended on Erebor and ravaged the lands about. Girion died in Smaug's assault. Bard is a decendent of Girion.
Why would Bard give such a precious gift to the Elven-king? I find it strange that he would give away these emeralds when they are from an ancestor.
Is there any more information on these emeralds some where else? Did the elves once give them to Girion?

Because Bard valued the Elven King and his help, he gave him something of equal or greater value to show his appreciation. This way, the Elven King knew Bard was a good friend and wanted to keep that friendship. It means much more to the recipient to be given something of sentimental or personal value from the giver.
