The Lady Galadriel also told him to beware of the "wailing of the gulls." Why did Galadriel warn Legolas of this? Why would the Sea stir up these desires in a Wood Elf? Does the Sea have this effect on ALL Elves?

The sea would trigger possibly confusing emotions anyway, and Galadriel may have thought she could soothe him; or, that her words could be a guiding light for him.
Legolas is a Wood Elf; he belongs to a people that have 'refused' to return to the West (for the time being) and chosen a life in Middle Earth. Nevertheless, they are still Elves, and the desire to return lives in their hearts to, albeit dormant. The sea reawakens this desire in Legolas' heart. Pearl
